The meeting was held for Starr County at the Starr County Industrial Foundation.

The meeting started with a public viewing of mapping exhibits at 5pm; the mapping exhibits included the following:

A formal presentation began approximately at 6pm; the presentation included: StarrCoPPT-Jan10-2011.
Several items, issues, and/or suggestions resulted from the meeting –
- One of the primary requests out of this meeting was that those who attended requested that the area of coverage for Starr County be expanded to include the entire county as opposed to just the northeast portion.
- With this expansion, there needs to be made sure that Starr County also had fair representation during committee meetings, and that projects would be ranked fairly among the counties. Starr County entities will have to work with the engineers to gather land use data and catch-up with the data collection efforts already done in the other counties.
- Additionally, Starr County recently created a county-wide drainage district that would start collecting taxes this year.
- Discussions or project-relevant data needs to be obtained from Mexico.
